Job Recruitment Notice: Jiangsu Province Changzhou Municipal Health Commission to Recruit 9 Health Professionals for Its Affiliated Public Institutions in 2024

To better select outstanding talents and optimize the talent structure, in accordance with the Jiangsu Provincial Regulations on Public Recruitment of Personnel for Public Institutions (Su Ban Fa [2020] No. 9) and the Changzhou Municipal Health and Family Planning Commission’s Interim Measures for Categorizing Talents at Directly Affiliated Units (Chang Wei Zu Ren [2017] No. 304), the Changzhou Municipal Health Commission’s directly affiliated public institutions are conducting a public recruitment for nine health technical personnel (to be formally employed under the institutional staffing system). The relevant details are announced as follows:

Eligibility Requirements

(I) Applicants must hold the nationality of the People’s Republic of China; abide by laws and regulations; uphold the leadership of the Communist Party of China and the socialist system; possess good moral character; have no criminal or illegal records; meet the physical conditions required to perform job duties normally; and satisfy the specific qualifications stipulated for each recruitment position, as detailed in the Recruitment Position Table for Health Technical Personnel of Changzhou Municipal Health Commission’s Directly Affiliated Public Institutions (2024) (see Attachment, hereinafter referred to as the “Position Table”).

(II) There are no household registration restrictions for this recruitment. Applicants must be aged 18 years or older but under 35 years (i.e., born between January 29, 1988, and February 1, 2006). For applicants holding a master’s degree and applying based on their graduate-level major, those holding a mid-level professional title certificate, and veterans lawfully discharged from active military service, the upper age limit is extended to 40 years (i.e., born after January 29, 1983). For doctoral candidates and those holding a senior-level professional title certificate, the upper age limit is extended to 45 years (i.e., born after January 29, 1978).

(III) The term “2024 Graduates” among recruitment targets refers to individuals who graduate and obtain their graduation (and degree) certificates in 2024. Specifically, ordinary higher education graduates of the Class of 2024 who can provide an original Graduate Employment Recommendation Form, may have their graduation (and degree) certificate issuance date extended to December 31, 2024. Overseas (including Hong Kong, Macao, and Taiwan) graduates completing studies concurrently must complete academic credential verification through the Ministry of Education’s Service Center for Scholarly Exchange before February 1, 2024, to be eligible.

Individuals who graduated from ordinary higher education institutions in 2022 or 2023 and remain unemployed (here “unemployed” means being in an unemployed status at the time of application, unless otherwise specified), as well as overseas (including Hong Kong, Macao, and Taiwan) graduates who completed Ministry of Education credential verification before February 1, 2024, but remain unemployed, may apply for positions designated specifically for “2024 Graduates.”

Ordinary higher education graduates recruited by society into standardized residency training programs, who secure employment at medical and health institutions upon completion of such training in the same year, shall be treated equivalently to that year’s graduating students in recruitment processes. Clinicians holding a bachelor’s degree who have successfully completed standardized residency training shall be treated equivalently to master’s degree graduates in Clinical Medicine, Stomatology, or Traditional Chinese Medicine during recruitment (provided the specialty listed on the residency training completion certificate aligns, in principle, with the professional or category requirements of the recruitment position).

(IV) Except for ordinary higher education 2024 graduates whose graduation (and degree) certificate issuance dates qualify for extension, all other applicants must obtain their graduation (and degree) certificates by February 1, 2024, to be eligible. Overseas (including Hong Kong, Macao, and Taiwan) graduates must complete credential verification through the Ministry of Education’s Service Center for Scholarly Exchange by February 1, 2024, to be eligible.

(V) The requirement for “Four Certificates in One” stated in recruitment positions refers to possessing simultaneously: a diploma, a degree certificate, a physician qualification certificate, and a standardized residency training completion certificate. Professional title certificates, occupational (practice) qualification certificates, and standardized residency training completion certificates must all be obtained by February 1, 2024, except for ordinary higher education 2024 graduates qualifying for the graduation (and degree) certificate issuance date extension, for whom the standardized residency training completion certificate may be obtained by December 31, 2024, if required.

(VI) Taiwanese students who obtained degrees from ordinary higher education institutions on the Chinese mainland, and other Taiwanese residents holding degrees recognized by the Chinese mainland, shall follow national and Jiangsu provincial regulations when applying.

(VII) The following individuals are not eligible to apply:

  1. Active-duty military personnel; non-2024 graduates currently enrolled in ordinary higher education institutions;
  2. Individuals explicitly required to recuse themselves under the Regulations on Avoidance in Personnel Management of Public Institutions;
  3. Individuals legally listed as subjects of joint credit punishment for dishonesty;
  4. Personnel employed via public recruitment into various public institutions across Jiangsu Province, who remain under contract and whose mandatory service period has not yet expired at the time of application;
  5. Individuals prohibited from resigning or leaving their current work unit (position) per stipulations (including explicit agreements) at the time of application, or those otherwise barred by national or provincial regulations from applying to public institutions;
  6. Staff members currently employed under institutional staffing at all levels of health and medical institutions within Changzhou City.

(I) Application Method and Timeline

(II) Important Notes Regarding Application

  1. Each applicant may apply for only one position, and the ID number used for application must match the one used for examinations.

  2. Majors for recruitment positions refer to the Jiangsu Province 2024 Annual Civil Servant Recruitment Major Reference Directory. Applicants’ majors must conform to the major requirements for the applied position. For majors not listed in the reference directory or for overseas graduates, recruiting units will assess whether the applicant’s major meets the position’s requirements based on the recruitment announcement’s clearly defined professional criteria, courses taken, and research focus. Where a major name has been revised, both pre- and post-revision names will be accepted if the employing institution provides written confirmation that they represent the same major or substantially identical coursework.

  3. Recruiting units conduct preliminary online qualification reviews based on information submitted by applicants. Information confirmed as passing preliminary review cannot be modified. Applicants failing preliminary review may reapply for other eligible positions during the application period.

  4. After submitting application information online, applicants may log into the application portal to check whether preliminary review has been passed. Those passing preliminary review (including photo upload review) must pay an examination fee of ¥100 online.

  5. Failure to upload photos or pay the examination fee online by the deadline renders the application invalid.

  6. Non-staff employees (i.e., non-institutionally-staffed personnel) working at health and medical institutions at all levels in Changzhou City must submit official employer consent-to-apply documentation during the qualification re-examination.

  7. The minimum application-to-recruitment ratio is 1:3. Positions failing to meet this threshold will have their recruitment plans adjusted, with announcements posted on the recruitment notice website. Applicants successfully registered for canceled or reduced positions may reapply for other eligible positions between 2:30–3:30 PM on February 2, 2024.

  8. Strict adherence to the Regulations on Handling Disciplinary Violations and Irregularities in Public Institution Recruitment is enforced. Applicants must truthfully, accurately, and completely fill out application information and submit supporting documents, in strict compliance with published eligibility criteria and specific position requirements. If applicants have questions about eligibility criteria, they should contact the recruiting unit for clarification before the application deadline. Providing false application materials, forging or altering certificates, documents, or information to fraudulently obtain examination eligibility will result in serious disciplinary action per relevant regulations. Qualification reviews run throughout the entire recruitment process; any applicant found ineligible or disqualified at any stage will immediately forfeit application or employment eligibility.

(III) Admit Card Printing

Applicants may print their admission cards starting 10:00 AM on February 27, with further details to be separately announced on the Changzhou Municipal Health Commission website.

Examination Method

This public recruitment employs a combined written examination and interview method, uniformly organized and implemented by the Changzhou Municipal Health Commission.

(I) Written Examination

  1. The written examination covers subject-specific knowledge required for the applied position. No official preparatory textbooks are designated.

  2. Written Examination Date: March 2, 2024. Should special circumstances necessitate rescheduling, timely notices will be posted on the Changzhou Municipal Health Commission website; successful applicants are advised to monitor updates closely.

  3. Venue and other details will be specified on the admission card.

  4. Applicants must bring their admission card and ID to attend the written examination at the designated time and venue. Failure to appear as scheduled constitutes automatic forfeiture.

  5. Written examination scores will be published on the Changzhou Municipal Health Commission website, with a passing score of 60 points. Applicants may query results using their ID.

(II) Qualification Re-examination

  1. Interview candidates are selected from qualified examinees ranked by written examination score, at a ratio of 1:3 (number of positions to number of applicants). If fewer than three applicants qualify, all qualified applicants will proceed to interviews.

  2. Prior to interviews, the Changzhou Municipal Health Commission organizes recruiting units to conduct qualification re-examinations. Specific arrangements will be separately announced on the Changzhou Municipal Health Commission website. Selected interview candidates and those ranked just below them must ensure their contact information provided during application remains accessible for seven working days following score publication, to facilitate notifications for re-examination or substitution. Failure to respond or attend re-examination as scheduled will result in automatic forfeiture of interview eligibility.

  3. Candidates passing qualification re-examination gain formal interview eligibility; those failing lose eligibility. In cases where interview slots become vacant due to failed re-examinations, replacements will be drawn sequentially from the remaining qualified applicants, ranked by written exam score.

  4. Following completion of qualification re-examination, the final list of interview candidates will be published on the Changzhou Municipal Health Commission website. Vacancies occurring thereafter will not be filled.

(III) Interview

For nursing positions, interviews consist of practical nursing skills assessments. All other positions use structured interviews. Interview dates and venues will be separately announced on the Changzhou Municipal Health Commission website. A ¥100 interview fee applies.

Interview scores are graded on a scale of 100 points, with a passing score of 60 points.

(IV) Comprehensive Score Calculation

All individual scores are calculated on a percentage basis, rounded to two decimal places (the third decimal place is rounded using standard rounding rules). The comprehensive score comprises 50% of the written examination score plus 50% of the interview score.

Medical Examination and Background Investigation

Among candidates who pass the interview, those with the highest comprehensive scores—up to the number of positions available—are selected for medical examination, at a ratio of 1:1. In case of identical comprehensive scores, candidates with higher written examination scores take precedence. Medical examinations are organized and administered by the recruiting units, following general civil servant medical examination standards. Examination fees are borne by the candidates.

Recruiting units develop background investigation plans specifying content and methodology, and conduct investigations for candidates who pass medical examination. The Changzhou Municipal Health Commission supervises this process.

Public Announcement and Employment

Based on examination results, medical examination outcomes, and background investigation findings, recruiting units determine proposed hires. Lists of proposed hires will be publicly announced for seven working days on both the Changzhou Municipal Human Resources and Social Security Bureau and Changzhou Municipal Health Commission websites. Should a proposed hire decline employment without justified cause after the announcement, the Changzhou Municipal Health Commission may disqualify them from reapplying to this system for up to one year following the conclusion of the public announcement period.

Upon confirmation of no objections, recruiting units will process formal hiring procedures, sign employment contracts for a minimum of three years, and set probationary periods (12 months for first-time employees; 6 months for others). Successful completion of the probationary period leads to formal employment; failure results in termination of the employment contract.

Unless terminated legally or in accordance with regulations, proposed hires must serve a minimum of three years (including probation) at the hiring unit and may not transfer to other organizations during this period.

Socially employed individuals hired must negotiate termination of existing labor (or employment) contracts or agreements with their prior employers independently, in accordance with applicable laws and regulations. Applicants must report to the hiring unit on time, bringing required documentation, following notification. Late reporting will be considered automatic forfeiture of employment eligibility.

If vacancies arise due to unsatisfactory medical examination or background investigation results, objections raised during the public announcement period, voluntary withdrawal by proposed hires, or other reasons, replacements will be selected sequentially from qualified interviewees, ranked by comprehensive score.

No replacements will be made after employment approval is finalized.
