To implement the guiding principles of the 20th National Congress of the Communist Party of China, better advance the “Talent Gathering in Jingchu” Project, promote employment and entrepreneurship of college graduates in Hubei Province (both those graduating from local universities and those coming from elsewhere), and build a high-caliber, professional, and specialized cadre and talent team, our institution plans to recruit 143 high-level talents from society. The recruitment is conducted in accordance with the Interim Provisions on Public Recruitment of Personnel for Public Institutions (Order No. 6 of the Ministry of Personnel), the Opinions of the Hubei Provincial Committee of the CPC and the Hubei Provincial People’s Government on Deepening Reform of Talent Introduction and Talent Evaluation Mechanisms to Promote Innovation-Driven Development (Efa [2017] No. 5), and other relevant policy documents. The details are announced as follows.
I. Institution Profile
China Three Gorges University (CTGU) is a key comprehensive university in Hubei Province, established on May 25, 2000, through the merger of the former Wuhan University of Hydraulic and Electric Engineering (Yichang) and the former Hubei Three Gorges University, with approval from the Ministry of Education. CTGU is located in Yichang City, Hubei Province—the world’s capital of hydropower and site of the Three Gorges Dam Project on the Yangtze River. The university is jointly built by the Ministry of Water Resources and the Hubei Provincial People’s Government, and is also an institution included in the Ministry of Education’s “Outstanding Engineer Education and Training Program.” In 2018, CTGU was designated by the Hubei Provincial Government as a “Domestic First-Class University” construction institution; its disciplines of Hydraulic Engineering, Civil Engineering, and Electrical Engineering were selected as “Domestic First-Class Disciplines” under Hubei Province’s discipline development plan. CTGU currently hosts four postdoctoral research stations, four first-tier doctoral degree-granting disciplines, and one professional doctoral degree program.
II. Recruitment Principles
Recruitment adheres to the principles of: Party leadership over officials and talent; prioritizing both moral integrity and professional competence—with priority given to moral integrity—and appointing people solely based on merit; selecting candidates according to position requirements and ensuring alignment between person and post; and upholding openness, equality, competition, and merit-based selection.
III. Eligibility Requirements
(I) Basic Requirements
- Must hold the nationality of the People’s Republic of China;
- Must uphold the Constitution of the People’s Republic of China, support the leadership of the Communist Party of China and the socialist system, and abide by laws and regulations;
- Must possess sound political qualities and ethical character;
- Must possess the professional knowledge, professional competencies, or skill qualifications required for the position;
- Must possess physical and mental fitness sufficient to perform duties normally;
- Must satisfy any additional conditions required for the position.

(III) Individuals Not Eligible to Apply
- Active-duty military personnel;
- Full-time university students who are not current-year graduates;
- Individuals under investigation for suspected violations of law or discipline, or who have not yet completed party discipline or administrative disciplinary sanctions;
- Individuals who have been identified as having committed serious violations of examination discipline in civil service recruitment or public institution recruitment examinations, and remain within the prohibition period;
- Individuals required by the Interim Provisions on Public Recruitment of Personnel for Public Institutions, the Regulations on Avoidance in Personnel Management of Public Institutions, and other relevant rules to observe conflict-of-interest restrictions;
- Other circumstances stipulated by laws and regulations.
IV. Application and Qualification Review
(I) Application Period and Method
- Application Period: From the date of announcement release until December 31, 2024; positions will be filled on a rolling basis until all vacancies are filled.
- Application Method: Applicants may register and submit resumes online via the CTGU Talent Recruitment Website (http://rczp.ctgu.edu.cn). After successful registration, each applicant may apply for up to one position only. Current employees of state organs (including institutions governed by the Civil Servant Law) and public institutions must obtain written consent from their employing units prior to applying.
(II) Qualification Review
- Age is calculated starting from January 1. For example, if a position requires applicants aged 40 years or younger, the cutoff birthdate is January 1, 1984; similar logic applies for other age thresholds. Specific age requirements for each position are detailed in the Position List.
Professional work experience must be completed no later than December 31, 2024; graduation certificates and degree certificates must be obtained no later than December 31, 2024. Overseas or foreign-educated applicants must obtain certification of overseas academic degrees issued by the Chinese Service Center for Scholarly Exchange under the Ministry of Education before December 31, 2024. All other supporting documents required for application must also be submitted by December 31, 2024. Candidates failing to meet these deadlines will be deemed to have automatically forfeited their applications.
- Qualification review runs throughout the entire recruitment process. Applicants must truthfully provide relevant information and materials; responsibility for inaccurate, incomplete, or erroneous submissions rests solely with the applicant. Any falsification of information will result in immediate disqualification from assessment or hiring upon verification.
V. Assessment and Examination
This recruitment does not include a written examination; instead, assessment is conducted entirely via interviews. CTGU conducts comprehensive evaluations of applicants using methods such as teaching demonstrations, face-to-face interviews, and professional assessments. These evaluations focus on applicants’ professional theoretical literacy, academic and professional background, research achievements, teaching and research capabilities, and career planning, culminating in formal recommendations either for or against hiring. Specific interview dates and venues will be announced separately.
VI. Physical Examination and Investigation
(I) Based on assessment results, candidates are selected for physical examination, psychological testing, and investigation at a ratio of 1:1 relative to the number of positions available.
(II) Physical examinations and psychological testing are respectively administered by a hospital designated by CTGU and CTGU’s Student Psychological Counseling Center. Physical examinations follow the Notice on Further Improving Physical Examinations for Civil Service Recruitment (MOHRSS Document No. [2012]65) and the Notice on Revising Certain Contents of the “General Standards for Civil Service Recruitment Physical Examinations (Trial)” and the “Operational Manual for Civil Service Recruitment Physical Examinations (Trial)” (MOHRSS Document No. [2016]140). Costs for physical examinations are borne by the candidate; psychological testing is provided free of charge. If re-examination is required, the re-examination institution will be randomly selected among qualified medical institutions, and only one re-examination is permitted.
(III) Investigations are conducted by relevant departments or units of CTGU. Upholding the principle of valuing both virtue and ability—with priority given to virtue—and appointing people solely based on merit, investigations employ methods including individual interviews, on-site visits, archival reviews, written inquiries, and online interviews to comprehensively assess applicants’ political integrity, moral character, capability and quality, work performance, compliance with laws and regulations, and integrity and self-discipline. During the investigation, applicants’ eligibility for recruitment is re-verified.
(IV) Should a candidate voluntarily withdraw, or fail the physical examination or investigation, replacement candidates may be selected sequentially according to their overall assessment scores.
VII. Public Announcement and Filing
(I) Candidates who pass the physical examination, psychological testing, and investigation will be listed as proposed hires and publicly announced on the CTGU Talent Recruitment Website for seven working days.
(II) Should concerns or objections arise during the announcement period, they will be investigated and verified by the CTGU Discipline Inspection Commission (Supervisory Commissioner’s Office).
(III) Upon completion of the announcement period without objections—or where objections exist but are found, after investigation, not to affect hiring—the hiring unit (or its supervisory department) shall file the appointment with the Organization Department of the Hubei Provincial Party Committee or the Hubei Provincial Department of Human Resources and Social Security.
(IV) Candidates for whom issues affecting hiring are substantiated during the announcement period will not be approved for filing. Where reported issues cannot be immediately clarified, filing will be postponed pending resolution before a final decision is made.
VIII. Appointment
(I) Following approval and filing by the Hubei Provincial Department of Human Resources and Social Security, newly appointed personnel will be notified to report for duty, sign employment contracts, serve a probationary period (which counts toward the total term of employment), undergo position-based management, and receive salaries and benefits in accordance with applicable policies.
(II) Newly appointed personnel who fail to report for duty within 20 days of notification—without justifiable cause—will forfeit their appointments. The hiring unit may then select replacements in order of overall assessment scores and proceed with the relevant procedures and formalities anew.
IX. Handling of Violations and Irregularities
Applicants and staff violating the discipline and regulations governing public recruitment shall be dealt with in accordance with the Regulations on Handling Violations and Irregularities in Public Recruitment of Public Institutions (MOHRSS Order No. 35); cases involving suspected criminal activity shall be promptly referred to judicial authorities.
