First, go to the official website of the Electronic Tax Bureau for Individuals and select “I Want to File Taxes” → “Issue Certificate of Chinese Tax Resident Status”.
Click Apply Now.
For the application year, enter the current year. For country, select Republic of Singapore, and under remarks, choose “No Remarks Needed”.
Select the tax authority in your registered domicile location—this simplifies subsequent steps.
For special requirements, select “No”.
Purpose of application: Enjoyment of treaty benefits
Counterparty taxpayer name: Google Asia Pacific Pte. Ltd.
Treaty name: Agreement between the Government of the People’s Republic of China and the Government of the Republic of Singapore for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income

Estimated income amount and expected tax reduction: Fill in according to your situation—I entered 50,000 and 12,000 respectively, which was sufficient.
Under supporting documents below, you must upload a cooperation agreement and an explanatory statement. Since there is no formal contract signed with Google, you need to declare that you have provided relevant services as per the agreement, and therefore Google has made payments to you.

Next, fill in your personal information and select “Household Registration Certificate”.
- For identity document, upload both front and back sides of your ID card.
- For household register, upload the household page (main page), the front and back of the household head’s individual page, and the front and back of your own individual page.
For certificate collection, simply select electronic delivery.
